THE UNIQUE INDICATOR OF DEMOCRACY

From declared sovereignty
to exercised sovereignty


Dear Institute,

Please accept my most cordial greeting. And allow me to rejoice with all of you, there, for an awakening of conscience which, after so much long work, is at last about to transform the entire Planet for the better.


A preamble.

When the keys of culture are held by a closed clique of monopolisers, truth is methodically marginalised and the phenomena of life end up becoming incomprehensible. Confusion grows slowly until it becomes devastating, because progress and evolution never occur. For example: to determine the degree of a never-clarified "democracy" in a given Country, professionals, scientists and researchers end up using several tens, if not hundreds, of indicators — all equally detached from what is in reality the essential principle of Democracy, to the point where the method for achieving it can never be grasped.

Yet the phenomena of life, even the most complex, if one applies oneself to the genuine aim of understanding them, once reduced to a degree of elementary simplicity, become readily assimilable once more. Thus the writer of these lines, belonging to no category or corporation, has for some time been able to advance his thinking. And faced with the complex methods used by countless renowned organisations to assess the level of "democracy" in a Country, I have identified the one necessary and infallible indicator: because it determines with numerical precision the percentage of Democracy achieved and establishes its quality beyond refutation.


THIS INDICATOR IS GIVEN PRECISELY BY WHETHER OR NOT
A PUBLIC ROLE — WHETHER DECISION-MAKING OR OPERATIONAL —
IS PERIODICALLY RETURNED TO THE PEOPLE.


In the specific case of my country, assuming the total number of public roles to be around 3,500,000 — a figure that includes both those granted through hiring and those through election, the latter being, yes, regularly returned, but almost always only to be immediately reclaimed by the same individuals in a succession of national, European and local offices — one obtains the level of Democracy as a percentage relative to the full value achievable through the restitution to the Sovereign People of all the roles of public centrality. Just as those in which Democracy is absent are identified with absolute precision.

Thus: in the administrative and judicial fields, in education and information, in fiscal matters, in the domain of public order and the military, in repression and sanctions, but also in healthcare, science and statistics, and then in environmental, building, urban planning and landscape matters, as well as energy and so forth — there appears to be no trace whatsoever of Democracy. Because there is not yet a single role, not one public employment, that is periodically and officially returned to the Italian People, in the awareness of this indispensable democratic duty, with the aim of achieving the necessary renewal of personnel and the due participation.

This is no small matter: because everyone, in turn, must be able to understand what it means to endure, as a powerless ordinary person, the rules laid down by Parliament and then applied by those in charge of the Res Publica. Equity, equality, participation, reciprocity — words that have hitherto been offended in various ways now acquire meaning. No longer screened behind a superficial transparency, Institutions will be deeply nourished by a vital process of osmosis. The entire world is transformed by this awakening of conscience, developed and disseminated over thirty years. From a skylark political participation, one moves to a pervasion of all the places of the Republic.


The merciless truth is that both the hired and the elected within the centrality have done everything in their power to keep the People incapable of understanding the substance of things, so as to keep them subjugated and to oppress them at will. Those hired for life in what is still a pseudo-public job perpetuate a confused and omissive retrograde ignorance, while the elected weaken the People through divisive politics. So that no subject may ever become aware of the primary necessity of citizens succeeding one another in all the roles — operational and decision-making — of the Republic. This remains to this day the domain of figures — originating from arrangements far predating democracy — who monopolise the entire public thing without ever returning it to the People.

Thus blocking the precious awareness that what matters is not so much those who govern, but the people who surround them. It is one thing to have governments surrounded by attentive and proactive citizens; it is quite another to have governments that protect themselves with uncritical and silent individuals, made loyal through lifelong contracts.

Indeed: both those hired for life and those continuously re-elected are not in fact the servants of the People but its illegitimate monarchs. Their stable position — which bars the way to their contemporaries — constitutes a primary infringement of the right of public property: a common good cannot be granted for exclusive use without a predetermined term. The permanent occupation of deliberative and functional public roles removes those goods from the availability of fellow citizens who, though possessed of equal professional qualifications, see their own more than legitimate right to enjoyment and participation in public life annulled.


Here, then, is the golden synthesis that has been making its way around the world for some time:

And a simple yet substantial Harmony Index — which measures the percentage of people who, over the average span of a human lifetime, have had access to the Res Publica — reflects both the flow of knowledge that runs through Society and the capacity for mutual understanding among individuals, as well as the absence of resentments and internal conflicts. There is much work that was not done in the last eighty years, work that should instead have been done because it was necessary.


Some time ago — among the experts whom this insidious tyrannical system allowed to become celebrated, because they posed no danger to it — it was widely claimed that the essence of democracy ultimately consists in the possibility of changing those who govern. Clearly none of these celebrities ever said it in full; they were careful not to. Every true sage and person of good will ought to have said that Democracy consists in the possibility of changing not only those who decide and deliberate, but also, first and foremost, those who administer, those who educate, those who inform, those who provide healthcare, those who measure with statistics, those who collect taxes, those who monitor, those who judge, those who repress, those who imprison, those who plan cities, those who manage landscapes — and so on, down to the last of the current undue masters of the Public Thing. If even one among the professional experts, during the last eight decades, had said this; if even one graduate mind had taken this step — the world today would be entirely different and wonderful. Not the continuous tragedy created by a feudal careerism.

How could new wars have broken out without the perpetuation of the old states, monopoly of the dual tyranny of the life-hired and the continuously re-elected? The world would have become a wonder, had Countries begun to enjoy authentic Republics: open centres of power, shared pro tempore by qualified citizens. With the old closed, rigid and obtuse states dissolved — states that survive through continuous lies and omissions — agreement would have triumphed. With true Republics, peace would not have been an option but a deeply rooted mental structure. With the blocks of interest crumbled, fluidity would have prevailed.


Conclusion.

The Sovereignty of the People — an ancient concept that encompasses the more modern one of property — should not have remained an abstract idea, disconnected from the reality of things: a declared intent written on paper and left unrealised. Sovereignty implies the free access of the People to that rich national co-ownership — made up of codes, bodies and institutions, goods, properties and resources, employments, powers and incomes — which is called Republic. Democracy is that Society which allows the potential involvement of everyone in public life.

To enjoy a Democracy, both the functional and the decision-making spheres of the Republic must be freed from those who, taking advantage of a general condition of ignorance deliberately allowed to persist, have in fact blocked the evolution not only of their own Country but of every Country on Earth, preventing the emancipation of every human being. There was a motive — the preservation of a status; there was an opportunity — being in agreement on this while holding every power; there was a method: the perpetuation of backward knowledge while never allowing it to evolve. Today, thanks to the long-overdue establishment of Public Jobs Banks, the posts of the centrality will begin to be accessed pro tempore. Competent, suitable, prepared people will be able to fraternally succeed one another within them, transforming themselves from backward passive subjects into evolved, proactive citizens. And the evolution of thought, of behaviours, of intentions will no longer find a thick wall blocking its path. Humanity will finally be able to free itself from the swamps that have enveloped it for so long.


Grateful for your time and attention, I leave you with the glad invitation to in turn develop and transmit this new direction. Here I propose an international table to define a shared methodology of the Unique Indicator of Democracy. Many are the days dedicated to the celebration of "democracy": what better moment to take a first, decisive step by declaring one's endorsement of the UID, the commitment to its implementation?

This will soon be heard repeated everywhere — not only in Italy but across Europe and beyond. This will mark the close of a sad era. And the traditional indicators of "democracy" will be used only to confirm the validity of the Unique Indicator.

The latter identifies precisely where the problem originates.
The traditional indicators detect only its effects.

There is no Republic that can remain indifferent to the commitment of one who has sought to remove the obstacles which, by limiting the equality of persons, prevent effective participation in the public employments of one's Country — it being only thus that the equal status of Partner is established for each and every one, along with an institutional functionality of a higher order. For thirty years, every day, I have honoured Article 3 of the Constitution of Italy.
