Public Jobs Bank: Strategic Infrastructure
for the World of Work and Substantive Democracy



Dear Institute,

Automation and artificial intelligence are eliminating jobs faster than the market creates them. Europe today lacks a structural mechanism to manage this transition.

Conventional responses — subsidies, universal incomes, passive support measures — do not address the problem. They offer palliatives where a structural reform has been urgently needed since the dawn of the democratic era.

The creation of a Public Jobs Bank is necessary: public employment, as a common good, cannot remain the permanent domain of a minority holding open-ended contracts. It must, at least now, open itself to the orderly and qualified participation of citizens willing to serve, through strictly pro tempore mandates.


This change (which extends Democracy to spheres where it has never been realised) produces three strategic effects:

1. It frees the private sector from the welfare role that has been imposed upon it, restoring its freedom to focus on innovation, productivity and business profitability.

2. It confers upon the public sector its proper function as an occupational reserve, oriented towards building a cohesive social organism, all the more indispensable during periods of economic transition. Those who lose their jobs due to automation, AI or other causes are not abandoned to a marginalising passive dependency: instead, they access temporary public roles, preserving their dignity and income, while retraining as the system adapts.

3. It transforms the public sector from a cost into a resource. An apparatus open to citizens (and no longer the closed domain of bureaucrats) refocuses on the constant production of goods and services. The revenues from this activity contribute to reducing the tax burden. The public sector receives funds, but offers in return major concrete benefits.

Without even considering here the effects on the democratisation of "public" structures. Aberrations (such as the inequity contained in the Italian regulation D.P.R. 380/2001 *) will no longer be able to arise or be sustained for decades.


Dear Institute, the Public Jobs Bank is the primary infrastructure capable of transforming a grim administrative apparatus — an undue legacy of the pre-democratic era — into a luminous republican productive organisation. In an age when technological momentum is reshaping entire economic sectors, it transmutes a potential historical trauma into an orderly process and endows countries with a res publica and a Democracy worthy of their name.

Dear Institute, when things are done well, they work. When they go wrong, it is because the design was lacking. The Public Jobs Bank is a structure that changes the course of History. If we adopt the principle that what matters is not so much who governs, but who surround those who govern, if Europe acts as a pioneer in democratisation, every People in the world will follow.

And the Earth will no longer be a place of distortions, omissions and endless conflicts.

Dear Institute, your own seats there are at risk of synthetic substitution. It would be better to act swiftly to build a true Democracy: a Society endowed with a genuine Republic. What is about to be unleashed is a final reckoning that can only be overcome by doing what is necessary.
